There were 23 states that remained loyal to the Union throughout the Civil War, seven states that officially seceded, and four states that were border states (Maryland, Delaware, Missouri, and Kentucky). During the Civil War, West Virginia was formed by a few counties in northwestern Virginia that broke off from the state in 1863, and the Nevada territory became an official state in 1864.
